PWC Logistics wins 'Best 3PL in the GCC region for 2004 - 05
The Awards Committee at the Global Institute of Logistics (GIL) has designated PWC Logistics as the recipient of its 'Best 3PL in GCC Region 2004-5' accreditation. The award comes on the heels of a detailed research and selection process into leading providers of supply chain and third party logistics (3PL) services in the region.
Presenting the award at a ceremony held in Dubai, Siobhan KellyLead Analyst of GIL said: “In PWC Logistics, we have found all of the key ingredients needed to succeed as a global 3PL. The company’s massive transactional experience, gained since its inception in 1979, together with intelligent investment in supply chain execution software have seen PWC Logistics gain the necessary experience needed to step out of its own backyard. The event was attended by several of PWC's clients and representatives from the Dubai Ports Authority.
"In pursuit of regional scalability, PWC Logistics has made excellent acquisitions, created key partnership agreements, and above all, added to what was already an enviable client list in double quick time - clearly making it the market leader in the region," she stated.
The comprehensive study conducted by the research department of GIL, spread over the last year, draws on a quality-ranking system based on responses provided by concerned parties within the global logistics end-users sector.
The purpose of the study was to set forth criteria and procedures for governing material flow in the sector, to highlight the unity of different functions in supply chain, and to establish which organisations played an ability to react most quickly to the changing face of logistics and make the most significant contribution to lean manufacture.
It also investigated the role played by logistics providers in developing outbound solutions for manufacturing, the components of their supply chain that ensure the smooth flow of goods, and value-added services and customer requirements. The outcome of the study saw PWC Logistics emerge as the unequivocal choice of the Awards Committee for the title of leader in the logistics sector in the GCC region.
In response to the announcement, PWC Logistics' UAE General Manager, Mike Lee, said “This is indeed a great commendation for PWC Logistics, and demonstrates that we have achieved significant success in the region. In a short span of five years, not only have we succeeded in educating customers about the benefits of outsourcing their logistics operations to a 3PL company, but have also managed to help them improve the quality of their supply chain, thereby saving them valuable time and money.
"This accreditation recognises PWC Logistics' outstanding contribution to logistics, and in particular, its commitment to the development of comprehensive and professional supply chain solutions. We have adopted a progressive strategy to accommodate the high demand driven nature of the local economy, for which warehouse space and inventory management is necessary and PWC Logistics has proven itself to be at the forefront in the advancement of the sector," Lee added.
About GIL:
The Global Institute of Logistics is the global forum for the Third Party Logistics (3PL) industry. The forum serves its members by providing the platform for discussion and debate on the issues affecting the third party logistics industry, both regionally and globally. Membership is drawn from the world's third party logistics community and is by invitation. Participants are organisations who have met the necessary standards for membership. The Institute promotes third party logistics to end-users through its circulation of regional and global reports.
About PWC Logistics:
PWC Logistics is a wholly owned subsidiary of The Public Warehousing Company (PWC) Group. The company endeavours to facilitate trade through innovative supply chain solutions and has a policy of continuous improvement of its services to both meet customer requirements and ensure customer satisfaction. PWC has a well-established network across the GCC region and its customer-focussed team has achieved the Quality Management Standards ISO 9001: 2000, ISO14001 and OHSAS 18000 certification across all operations. Services include transportation; warehouse and fleet management; inventory replenishment and order processing, and related solutions and value added services. PWC Logistics is currently listed on the Kuwait Stock Exchange and has a shareholder base that comprises both private and public sector investors.
The Citation:
"In what can only be described as one of the world’s most progressive yet challenging markets, PWC Logistics has pursued a policy of providing first class third party logistics services since its privatisation in 1997. Clearly aware of the needs of its clients and indeed those of today’s ever-global brands to partner with 3PLs with a strong regional presence, PWC Logistics has embarked on an extensive expansion plan across the region.
Through a mixture of acquisition, joint venture and start up, the company’s policy has seen it emerge as the key name in the provision of GCC wide logistics services.
By its very nature the region is import driven and to that end PWC tailor their services to provide comprehensive warehousing and inventory management. This aspect of the company’s work is evidenced by the decision of the U.S Defence Logistics Agency to award PWC its contract for the supply of prime vendor food and non-food products to the U.S. Army, Navy, Marines and Air Force operating in the regions of Kuwait, Qatar and Iraq.
In coming to its decision to accredit PWC with its Best 3PL in the G.C.C. award the institute’s Awards Committee is recognising the outstanding contribution that the company has made to the development of logistics in the region. In its review of the research departments appraisal, the Committee were left in no doubt as to PWC’s ambition to succeed on both regional and global terms an ambition we believe that is well founded and destined to succeed.
Supported by blue chip brands (including the U.S. government) clearly aware of the company’s extensive market knowledge and its ability to interpret and respond to the most challenging environments, PWC Logistics has been instrumental in opening new markets right through out the G.C.C. region.
That’s what the 3rd party logistics sector is all about - partnering with the best, being the best and bringing the best product into new and lucrative marketplaces.”

PWC Logistics secures international IMS certification
Integrated Management Systems combines quality, environment, health and safety standards
PWC Logistics UAE (PWCL) has been awarded the highly coveted 'Integrated Management Systems' certification for the successful assimilation of their existing management systems for quality, environment soundness, health and safety standards.
Certified by Moody International, PWC joins the ranks of select companies in the region, and is the only logistics company in the Middle East to win this distinction.
The Integrated Management System (IMS) certification was officially conferred on a PWCL team spearheaded by the company’s general manager, Mike Lee, who was accompanied by Sandra Baretto, team leader-Quality Systems, Francis Fernandes, team leader-Warehouse Operations and Grenville D’Mello, team leader-Facility Services, also of PWCL
Edward Blake, Regional General Manager of international assessing firm, Moody International Certification Ltd., who presented the new credentials, congratulated the PWCL team and applauded the company's efforts towards gaining this praiseworthy accreditation. "It is a very significant milestone in their brief history, and also a shining example that they have earned this distinction within months of launching operations in the UAE. Demonstrating good management practices is of paramount importance to any company providing supply chain services, and the IMS is an excellent way to demonstrate strengths in all areas of operations.
"PWC Logistics is among the earliest companies in the region to adopt and qualify for these international standards, and it ranks high as a commendable corporate achievement," he stated. Receiving the certificate on behalf of PWC Logistics, Mike Lee attributed the win to the organisation's dedication to all four areas that were deemed as qualifiers for the accreditation: quality consciousness, environment soundness, health and safety standards.
"It speaks of our commitment that we have been able to sustain and strengthen the ISO 9001: 2000, the ISO 14001 and the OHSAS 18001 standards, which are evaluated on a regular basis," he stated. (The Integrated Management Systems certification combines all three earlier titles.)
Describing the certifying process, Edward Blake explained, "The IMS certifying process is not an overnight task, and it involves steadfast dedication from the companies qualifying for it. A thorough assessment was conducted over the last six months, to identify and assess PWCL's processes and management programmes. We will also continue to monitor and measure the effectiveness of continual improvement at the company," he added.
The official IMS certification has several highlights: Combining quality, environmental and health and safety management systems into one integrated system helps in cost and time reductions, and improve the overall effectiveness of the system. It also enhances competitiveness and differentiates a company in a highly competitive marketplace by adhering to world-class management standards.
"The IMS Certification is a declaration of our commitment to our valued customers," adds Lee. "We are the first supply chain company to achieve this new all-encompassing certification, and we are assured that our entire operation is managed towards meeting the requirements of our customers.”

Bolero.net (Bolero Middle East & North Africa) and Inspection & Control Services (ICS) Strike a Strategic Partnership
Through a mutually beneficial strategic partnership with Bolero.net, ICS provides its public sector customs access to a cost-free document authentication, verification, and certification service (certificate of origins, manifest information, declarations, etc.).
The partnership provides for a validated, global, cross-industry solution that allows all parties in a trade chain to interact seamlessly with each other by automating their information exchange, all within a secure environment. The objective of the partnership is to enable users to take full advantage of electronic commerce by providing a set of standard electronic documents that will facilitate interoperability amongst the members of the community.
ICS’s MicroClear system is a comprehensive and integrated customs modernization, control, and advanced decision support system that provides a rich and extensible foundation for building sophisticated customs clearance applications that integrate with existing back-end systems. Because MicroClear architecture is based on the Microsoft .NET Framework, it is easy to extend the platform by choosing from the large number of integrated third-party solutions available, or by having developers customize MicroClear tools to meet business needs.
The integration of ICS’s customs modernization solution onto a Bolero.Net platform will provide several key benefits to MicroClear users (traders, brokers, carrier agents, shipping agents, inspectors, auditors and other governmental bodies accessing the system).
Through the partnership, users of MicroClear can take full advantage of electronic data exchange through a set of simplified technology-independent electronic trade documents, founded upon a common business model. Also, small and medium size traders can benefit from services previously available to large EDI-dependent companies, at substantially lower costs. As the number of authenticated electronic transactions improves, customs processes also benefit from additional accuracy, shorter delays, and greater conformance. Furthermore, Importers/Exporters are able to send and receive authenticated and approved documents electronically without the time delays and costs associated with courier services. Furthermore, clearance times and associated demurrage charges can be reduced substantially.
The partnership also provides a secure legal foundation for online transactions as the latest encryption technology is leveraged to validate messages and a rigorous registration procedure acts as the gatekeeper for prospective members of the electronic community. The partnership improves the security of commercial dealings relative to paper-based processes as the solution is operated by S.W.I.F.T, an organization that sets the gold standard for operational integrity. Standards are vital to the exchange of information among parties. Documents and data flow seamlessly only when all parties consistently use the same terminology and framework. The fluidity of transactions, more precisely, the submittal of customs clearance documentation, thereafter results in larger revenues in terms of cost and time savings.
The main objective of the MicroClear/Bolero.net partnership is to eliminate the need for bilateral data interchange agreements that describe the structure and contents of electronic data being exchanged between two parties and to ensure the validity of these documents (for example: between a trader and the customs department). This will be achieved by providing a set of common standards that can be applied multilaterally. More precisely, MicroClear/ Bolero.net will be pioneers in getting rid of these inefficiencies by moving global customs clearance transactions onto the Internet, allowing documents and data to be exchanged online between trading communities and other external bodies/ entities that interact with customs and excise departments worldwide.

A Gulf of Difference - EXE Technologies highlights PWC's achievements
Written by Steven Buckley
Director - International Marketing
EXE Technologies, Inc.,
Gulf States supply chains are facing unprecedented change – Logistics provider PWC Face up to the challenge with double-quick implementation of world best practice.
The GCC states are entering an unprecedented era of change. Customs de-regulation in 2003 and the abolition of tied agencies by 2005 will free up this once closed market. It will be a similar transformation to Europe’s experiences of open borders 12 years ago. Unlike Europe, which had many years to prepare and manage the change, this time it’s happening in a region where supply chain best practice is still being established and in double quick time.
This article tells the story of a third party logistics (3PL) company in the Middle East that has gone through a number of changes in the last twenty years to become the largest operator of its kind in the Gulf Region. According to the MEED Awards for Business Excellence, they have ‘undertaken one of the most impressive corporate re-organisations the region has ever seen’.
The Public Warehousing Company (PWC) of Kuwait was established in 1979 by the Kuwaiti government to provide high quality warehousing solutions and supply chain services to local, regional and multinational customers. Focussed primarily on land leasing, warehouse construction and real estate operations, the business grew over the years to encompass a number of sites around Kuwait.
In line with Kuwait’s economic growth plans (over 90% of the workforce were employed by the government), PWC was privatised (KSE: WARE) in July 1997 and a new management team was brought in, headed by Tarek Sultan as Chairman and Managing Director. With past experience of investment banking and technology-based corporate advisory services, Sultan was able to bring fresh eyes to a business that desperately needed vision and willpower to succeed.
Sultan and his team quickly realised there was an opportunity for business growth on the back of a small logistics operation that PWC had been running. Up until then there had been little opportunity for outsourced or third party logistics providers in the region - mainly for cultural reasons. Businesses simply preferred to keep their business to themselves and know that their stock was under their roof.
The decision was taken to build a 20,000 sq.m facility, fully air conditioned to provide ambient storage for the extreme heat of a Kuwaiti summer, which can be sweltering – it was over 45 degrees Celsius when I visited the site this Spring. The warehouse would provide 30,000 pallet locations using 18-metre high VNA racking and be the largest facility of its kind in the region. PWC wanted to provide an efficient and cost effective logistics operation with complete stock visibility. Something which would give their customers the data needed to make informed decisions and the comfort of knowing their stock holding was being managed properly. It was realised that as the essential IT backbone to the operations, a sophisticated Warehouse Management System (WMS) would be needed to operate the facility.
PWC are technical innovators in their own right and enjoy a strong partnership with Microsoft. They’ve co-developed an eCommerce product from which their customers can run virtual web-stores and are currently working on a customs clearance solution called Microclear which will be marketed as a replacement for various countries’ legacy customs systems – this is a company that clearly knows its onions when it comes to IT. For them however, there was only one choice when it came to the Warehouse
Management System. “We pride ourselves on the use of the best available technology and were clear about our needs.” comments Essa Al-Saleh, General Manager Business Development at PWC, “Firstly, we needed a software vendor that could support us locally in the region. The company we wanted to use not only had to be a leader in WMS but also one who could cope with the specific requirements of a 3PL operation, such as being able to handle multi-site and multi-customer operations on a single system. In addition we wanted a system that would allow us to streamline our operation. Most importantly, we needed to work with a company that would be willing to build a partnership with us. One company fitted that criteria.”
PWC chose EXE Technologies and the EXceed Fulfill WMS. “EXE were and remain the leader in solutions for third party logistics organisations and were also able to offer local support through their operation in Dubai.” Commitments made, the building project began and EXE were brought in to begin the software implementation. “We were still a fairly small company at the time,” continues Al-Saleh “and so EXE’s functional expertise was vital. They were able to give us a lot of support on hardware and other issues, guiding us and helping us to make the right decisions.”
Winston Ellison is the Systems Manager at PWC. A long time EXE fan, he originally installed one of the first EXceed systems in Dubai for another EXE client, MMI Logistics in 1997. “EXE was truly a partner for us,” he says “you can’t be in the business without this WMS. But we were the first organisation in the Middle East to roll out this version of EXceed and were the first company in the region to offer portals access to the system. Being the first with any system implementation is never easy, but EXE were there when we needed them and worked hard to get the system up and running very quickly for us. Now the portals module provides our customers with instant Internet visibility of their stocks and the ability to place purchase and shipment orders on-line.”
The new warehouse, which features ambient, chill and frozen storage areas, was duly completed in June 1999. PWC was immediately able to take on the business of the biggest supermarket Cooperative society in Kuwait the following November, at which point the business really took off. “The EXceed WMS was performing beyond our expectations and the business was running extremely smoothly,” confirms a satisfied Al-Saleh. “We were able to assign a dedicated team to the new operation focussed on promoting our 3PL services and by April 2000 we achieved 70% occupancy of the multi-client warehouse. The business was accounting for 10% of our total revenues after just ten months of active operation and with customers in almost every vertical. We simply would not have been able to manage that speed of growth without the EXceed system.”
That was then. Today, PWC are close to capacity in their main multi-client warehouse and are looking to expand their operations with a new 23,000m² facility. They credit a large proportion of their success to EXceed. In addition, they are leasing and operating long term sole-user warehouses for the likes of Americana, Ikea, McDonalds and Nestle. PWC offer these multinationals a number of options once they have designed and built the warehouse; the client company can manage the facility with their own staff, manage the facility using PWC software systems and staff, or they can rely completely on PWC to run the entire operation for them.
PWC work quickly too. During my visit a new warehouse for the Kuwaiti Ministry of The Interior was nearing completion, PWC having broken the ground just 7 weeks earlier. In all, they have purchased over 150,000 sq. metres of land for multi-client and sole-use warehouses.
The next growth spurt for PWC will come from geographic expansion in the region, eCommerce, bonded warehouses, trade finance, and overland cross border trucking services according to Al-Saleh. “We’ve taken a small first step opening operations in Bahrain. In this part of the world you are obligated to work with a joint venture partner and so we’ve used that experience to work up our plans for other countries. We expect to be operational in Saudi Arabia, Qatar and Oman in the not too distant future.”
Unlike many 3PL’s, which concentrate on just a few sectors, PWC’s customer business is extremely varied. They hold foodstuffs, white and brown goods, electronics, pharmaceuticals – even motorcycles. So the ability to co-mingle (utilise a pallet location for multiple owners) is critical. Another key feature of EXceed for PWC is the billing module. EXceed Billing manages all customer invoicing, calculating the number of transactions and moves and then calculating and printing the invoices. The data from EXceed is then fed into Oracle financials for reporting and administration purposes through a direct system interface.
Another, often overlooked, benefit of EXceed is the ability to work in multiple languages – all from a single database. For PWC, the system works in both Arabic and English important both for billing purposes and system access for their 400+ staff. The system also uses application interfaces (API’s) to interface seamlessly with external customers’ systems.
“We’ve found the version we’re running of EXceed (v3.4) to be highly scaleable,” says Ellison. “Fully RF enabled, it handles over 90,000 SKU’s and 350+ live customers on a single site alone. We’re now looking to upgrade to the latest version of EXceed sometime in the next three months. Version 3.6 will give us additional functionality such as SKU substitution and increased lottable fields, as well as improved system transaction times. It’s important for us and our customers to be using the very latest technology”.
With over 2000 customers in and around Kuwait, PWC have re-invented themselves as a modern day third party logistics company and are clearly reaping the benefits. “We’re very hopeful for the future,” concludes Essa “there’s a huge opportunity out there and we think we’re best place to take advantage of it. Our relationship with EXE is one we look forward to continuing for many years to come.”

PWC unveils MicroClear, the world's first customs' solution on Microsoft's .NET Platform
The Public Warehousing Group, comprising Public Warehousing Company (PWC), a leading provider of logistics and supply chain solutions & a Microsoft Global Partner award finalist has developed the first world-class enterprise solution for the customs' sector on the Microsoft's .NET platform. The solution has been developed in partnership with Inspection & Control Services Co. (ICS), a Washington DC-based provider of customs mordernisation and related decision support solutions and Microsoft Consulting Services.
The solution, MicroClear, is an integrated modernization, control and advanced decision support system for customs departments that provides a rich and extensible foundation for building sophisticated customs clearance applications that integrate seamlessly with existing back-end systems.
Introducing MicroClear at a press briefing held at the Microsoft Stand at Gitex 2001, Mr. Tarek Sultan, Chairman and Managing Director, PWC said: "PWC prides itself on its use of the best available technology to improve efficiencies, address customer needs and build new services for the future."
"We developed MicroClear in answer to the inherent need for an end-to-end robust and globally applicable trade modernization plan. By using business intelligence in software solutions, MicroClear aims at improving the efficiency of all processes associated with trade and customs, both at the global and regional level."
MicroClear revolutionizes the process of customs clearance for both the trading and customs department community by making all customs processes and transactions accessible via a secure and encrypted Internet channel. Additionally, MicroClear is designed flexibly in order to build tailored, scalable customs clearance solutions that optimise user experience and provide business managers with real-time analysis of their online business.
Capable of handling the demanding requirements of a diverse end-user community, including customs administrators and officials, airport and seaport authorities, importers, exporters and freight forwarders, MicroClear is aimed at speeding up procedures and minimizing administrative costs to the business community and customs departments alike.
"An efficient and effective customs administration system is essential to the welfare of virtually any country in the world economy. By encouraging an efficient trading system, MicroClear will play an important role by providing true competitive advantage in today's demanding business environment. It will also play a vital role in combating fraud and the illegal trafficking of prohibited and restricted goods," added Mr. Sultan.
The solution, built on the revolutionary Microsoft .NET framework, a final version of which will launch internationally this year, takes full advantage of both the Microsoft .NET and the Windows 2000 platforms, including support for Microsoft Active Directory. The solution is built on the .Net enterprise server family, including Windows 2000 Advanced Server, Commerce Server 2000, SQL Server, Biz Talk Server 2000 and running on Windows 2000. MicroClear was developed using key Microsoft .NET development tools such as Visual Studio .NET, ASP.NET, C#, .NET Common Language Runtime and Web Services.
"No other platform offered us the same comparable Total Cost of Ownership (TCO) or technological comprehensiveness as Microsoft did. For example, one of the key features of MicroClear is that it is "future proofed", to be consistent with global e-government initiatives as well as existing and emerging industry-standard protocols like EDI and XML."
"We were able to leverage the core capabilities of Microsoft's Biz Talk Server 2000 to simplify communications and interfaces with all system end-users and intermediaries, bringing a high degree of efficiency to an environment that has been historically characterized by high paper volumes," he added. Another key attribute of MicroClear was that it had to support for e-payment, security and communication protocols, such as Extensible Mark-up Language (XML). MicroClear makes use of inherent Microsoft security protocols as well as separate firewall controlled "demilitarized zones" for internal customs department users and external users. Furthermore leading edge Microsoft encryption technologies and validation and certification protocols, enable MicroClear users to be assured of the integrity and confidentiality of the underlying data.
Microsoft Consulting Services (MCS) played a pivotal role in the building of the new application by first conducting a thorough audit of the business requirements of MicroClear.
MCS consultants then produced a comprehensive functional specification that contained Infrastructure guidelines, overall application architecture, web pages workflow and design, data modelling, and the integration architecture with other external systems.
Mr. Bahram Mohazzebi, General Manager, Microsoft (GEM) said: "PWC has been both a valued partner and customer of Microsoft for a long time now and are proven early adopters of the latest innovation in technology. With the development of MicroClear, we are building on this association to map technology with our customers' business objectives. We are confident that this new application will go a long way in bringing new efficiencies to the entire value chain of the customs sector."
Mohazzebi continued to say that over the past year, over 4,000 members of the developer community in the region had been trained to build applications on the Microsoft .NET platform.

UNISYS & the PWC Group Announce e-Government and Customs Modernization Datacenter Partnership
UNISYS, one of the World’s leading providers of high availability, scalable and fault tolerant Intel-based hardware solutions, announced that it has formed a partnership with the PWC Group to provide the technology infrastructure for implementing PWC’s Customs Modernization & Control application (MicroClear) and related decision support services and solutions. The PWC Group comprises Inspection & Control Services (ICS) Co., a Washington-DC based company specializing in providing leading-edge customs modernization and related decision support applications, in addition to Public Warehousing Company KSC, a leading provider of supply chain and logistics services.
Through the partnership, UNISYS will provide the technology, technical support and services to deploy the MicroClear application on a worldwide basis. The partnership will also enable UNISYS to provide a Datacenter guarantee for the Microclear solution, which will enable UNISYS to guarantee the availability and reliability of the entire solution. The UNISYS ES7000 32-processor server, along with the clustering capabilities of the Datacenter solution will ensure that the Microclear solution will be capable of addressing the computational and transaction requirements of the most demanding customs environments for year to come.
The Microclear solution was previously recognized by Microsoft Corporation as one of five worldwide finalists the e-Commerce Solution of the year at the Microsoft 2001 Fusion Event. Nearly 800 entries were considered for this award in twelve different categories. The award was in recognition of the PWC Group’s leadership in the Customs Modernization and related Decision Support and E-Government Solutions that are essential to efficient trade, revenue collection, and good governance.
According to Mr. Robinson, ICS’s CEO, “…World Trade Organization (WTO), GATT, as well as World Customs Organization (WCO) mandates, are driving the need for modernization as well as compliance. Given WTO efforts to reduce tariffs, as well as new valuation related standards such as GATT Article VII shifts more of the burden of proof on customs officers, signatories to WTO and GATT Agreements are becoming increasingly concerned about their ability to maintain revenue collections.” As such, our technology has become essential infrastructure. Without our technology, Government's and their private sector constituents lose tremendous customs and tax revenues, as well as direct foreign investment and job opportunities”.
“The impact of the technology on the private sector constituents is tremendous. Private sector constituents lose billions due to the effects of dumping, hidden transaction costs, inefficient clearing and handling systems, as well as lost foreign direct investment opportunities. With our technology, web-enabled and XML-based modules facilitate collaboration between customs officers, legacy systems, brokers, freight companies, importers, shipping lines and other stakeholders.
Our technology does away with the need for expensive dedicated networks, as a fully functioning customs application is only a telephone call or browsing session away. Our solutions have been deployed in almost every continent around the globe and have achieved in some cases revenue increments of over 50%, the pay back period for our technology is measure in terms of days and weeks”, says Mr. Robinson.
“Unisys is extremely pleased to be a partner supporting this leading-edge e-Commerce Solution” said Graham Eales, General Manager Unisys Middle East. “The Unisys high-end CMP technology platform is ideally suited to transaction intensive environments such as the MicroClear application. When combined with the capabilities to deploy and support mission critical operations on a world wide basis, Unisys is a natural choice for such applications,” he added.

Leading provider of logistics, warehousing and storage solutions launches e-commerce package for customers, powered based on Microsoft technology
Public Warehousing Company (PWC), has announced its 'Total End-to-End e-Solution Service Package' to help their customers leverage the Internet to automate their shipments, customs clearing, warehousing and goods distribution. The e-Solution Service Package, which will be made available to both existing customers and new customers, is built on Microsoft Windows NT infrastructure using Microsoft SQL Server, IIS Server and Site Server Commerce Edition.
"PWC prides itself on its use of the best available technology to improve efficiencies, address customer needs and build new services for the future," said Tarek Sultan, chairman and managing director, Public Warehousing Company, Kuwait. "We saw new e-commerce technologies as a clear opportunity to both simplify and improve the exchange of information between PWC and its customers, and build a new world class e-commerce solution to help customers improve their own business models through an extremely attractive commercial package."
PWC's business activities are transaction-intensive and require the exchange of an enormous volume of information with its customers, government, and private sector organisations. In addition, PWC's customers are traditionally faced with a great deal of paperwork, operational delays, customs clearing issues and manual work to ensure efficient movement of goods from their origin to warehousing and then on to their own customers. Working closely with Microsoft Certified Solution Provider, Partner Arabesque Systems Company and Microsoft Consulting Services (MCS), PWC was able to develop a state-of-the-art e-commerce solution that is expected to revolutionize the logistics and distribution business in Kuwait and in the region.
"We believe that PWC is perhaps the first company in the world to be able to deliver this kind of value-added e-commerce service to its customers," said Ali Dalloul, business development manager at Microsoft Gulf and Eastern Mediterranean. "Microsoft's Windows NT, SQL Server and Site Server technology can provide an integrated, scalable platform that companies can use to harness the power of e-commerce, bringing tangible business benefits for them and their customers. PWC's e-Solution Service Package is truly innovative from a global perspective and shows the way forward for other organisations on how traditional businesses can reap enormous gains by from leveraging e-commerce."

Through a secure connection and in a seamless integration mode with PWC's systems, customers will also be able to conduct a variety of financial transactions including referencing outstanding orders, purchasing statistics, processing new orders, viewing cash flow related to shipments, paying online and accepting payment from their own customers using PWC's financial systems.
"The pace of change is felt more and more in the freight and distribution business, where electronic information networks have already been in use for years," said Mohammad Ghassan Farra, PWC's director of strategic business solutions. "To remain in a leading position, PWC has had to evolve into a multi-functional logistics company that leverages iInformation technology to achieve a competitive advantage and customer satisfaction. We had to choose a technology platform that we could really trust. The Microsoft platform demonstrates the robustness, scalability, interoperability and security that PWC needs. This combined with Arabesque and Microsoft's ability to meet our high expectations and time-to-market requirements has allowed PWC to build an e-commerce system that places the company far ahead of its competition."
PWC runs Microsoft Windows NT Server Enterprise Edition as the backbone for its network and Microsoft's enterprise products like Site Server Commerce Edition, SQL Server, Internet Information Server, and Visual Studio for PWC's internal requirements and its external e-commerce services. The security features in Microsoft's products allow PWC to offer its customers controlled access to its own financial, inventory and other information systems in real time, including its warehouse management system and its Trade Finance Department.
PWC's strategic solutions partner, Arabesque Systems, has worked closely with PWC over the last two years to facilitate the use and selection of the latest technologies at the organization. "This is a proud moment for Arabesque, because two Kuwaiti companies working in partnership together have been successful in building an e-commerce solution that compares with the best in the world today. PWC and Al-Mal Islamic Co. announce the launching of a new financing product called Al-Khazen Portfolio
The Public Warehousing Co, in collaboration with Al-Mal Islamic Co., has launched a new financing product called "Al-Khazen Portfolio". The first of its kind in Kuwait and the Middle East markets, Al-Khazen is administered by Al-Mal Co. while PWC assumes the responsibility of "Custodian".
The Portfolio aims to support local and foreign trade, as well as present new alternatives to traditional lending which had always depended on fixed assets as collateral.
The Portfolio is based upon extending finance against legal pledge of goods deposited with PWC, which will help to finance smaller enterprises which are likely to have difficulty in accessing suitable funding due to lack of traditionally accepted collateral. The fund may also enable the financing of seasonal merchandise, storing it until the sales season and utilizing it to generate cash flow. Sales discounts and better prices from the supplier will also be possible due to importing larger quantities.
The Portfolio will make available to its customers, through PWC, suitable storage areas as well as comprehensive logistics services ranging from placing purchase orders, dockside services, handling and clearing through transportation, inventory management and control up to distribution to the end user. All this using professional up-to-date methods and state-of-the-art technology and equipment.
PWC, licensed by the Ministry of Finance as 'Bonded Warehouses', also offers its clients the opportunity of deferring payment of customs duties while the goods are in storage within PWC until they are actually distributed in the local market. Goods which are re-exported outside of Kuwait are exempt from paying customs duties.
In launching "Al-Khazen Portfolio" the Public Warehousing Co. has recognized an excellent opportunity for collaboration with Al-Mal Islamic Co. in order to create a fresh financing product that is completely new to lending circles in Kuwait and the Middle East and available to a broad sector of customers.

PWC acquires a customs services company
Press Release: PWC has added a new member to its supply chain management services by acquiring Inspection and Control Services, Ltd.
Kuwait - Public Warehousing Company KSC (PWC) has added a new member to its supply chain management services by acquiring a 51% stake in Inspection and Control Services, Ltd. (ICS), a UK-based company. The total value of the management buy-out was approximately $US 25 Million. Citibank served as the exclusive financial advisors to PWC.
The ICS Group has 50 offices worldwide. The ICS Group assists governments in improving their collection of customs duties while improving the speed, efficiency, and transparency of customs-related processes for importers. ICS provides price-verification, inspection, auditing and other customs focused value-added services that produce substantial income for its clients. Historically, ICS has provided its services to governments that are interested in improving customs-related revenues and processes. ICS’s management believes that the prospects for broadening its services has been enhanced significantly by the fiscal difficulties currently faced by many developing and/or transitional economies throughout the world. In this regard, ICS estimates that the developing countries represent a market for its services that is well in excess of $300 million per year. Furthermore, as ICS broadens its product and service offering to developed countries and private industry, it would be addressing a market in excess of seven billion dollars per year.
ICS performs a variety of unique services designed to assist its government clients to increase their revenue from custom duties. These services are focused on the identification of under invoicing and under-declaration of quantity in a manner that is fair, transparent, and acceptable to importers. In order to achieve its objectives, ICS relies on in-country physical inspection as well as a proprietary real-time internet-based computer model/database to analyze a wide variety of variables including types of goods being shipped, identity of importer, size of shipments, frequency of shipments, value of shipments, country of origin, as well as other factors that tend to indicate a possibility of under-invoicing or under-declaration.
