UNISYS & the PWC Group Announce e-Government and Customs Modernization Datacenter Partnership

UNISYS, one of the World’s leading providers of high availability, scalable and fault tolerant Intel-based hardware solutions, announced that it has formed a partnership with the PWC Group to provide the technology infrastructure for implementing PWC’s Customs Modernization & Control application (MicroClear) and related decision support services and solutions. The PWC Group comprises Inspection & Control Services (ICS) Co., a Washington-DC based company specializing in providing leading-edge customs modernization and related decision support applications, in addition to Public Warehousing Company KSC, a leading provider of supply chain and logistics services.

Through the partnership, UNISYS will provide the technology, technical support and services to deploy the MicroClear application on a worldwide basis. The partnership will also enable UNISYS to provide a Datacenter guarantee for the Microclear solution, which will enable UNISYS to guarantee the availability and reliability of the entire solution. The UNISYS ES7000 32-processor server, along with the clustering capabilities of the Datacenter solution will ensure that the Microclear solution will be capable of addressing the computational and transaction requirements of the most demanding customs environments for year to come.

The Microclear solution was previously recognized by Microsoft Corporation as one of five worldwide finalists the e-Commerce Solution of the year at the Microsoft 2001 Fusion Event. Nearly 800 entries were considered for this award in twelve different categories. The award was in recognition of the PWC Group’s leadership in the Customs Modernization and related Decision Support and E-Government Solutions that are essential to efficient trade, revenue collection, and good governance.

According to Mr. Robinson, ICS’s CEO, “…World Trade Organization (WTO), GATT, as well as World Customs Organization (WCO) mandates, are driving the need for modernization as well as compliance. Given WTO efforts to reduce tariffs, as well as new valuation related standards such as GATT Article VII shifts more of the burden of proof on customs officers, signatories to WTO and GATT Agreements are becoming increasingly concerned about their ability to maintain revenue collections.” As such, our technology has become essential infrastructure. Without our technology, Government's and their private sector constituents lose tremendous customs and tax revenues, as well as direct foreign investment and job opportunities”.

“The impact of the technology on the private sector constituents is tremendous. Private sector constituents lose billions due to the effects of dumping, hidden transaction costs, inefficient clearing and handling systems, as well as lost foreign direct investment opportunities. With our technology, web-enabled and XML-based modules facilitate collaboration between customs officers, legacy systems, brokers, freight companies, importers, shipping lines and other stakeholders.

Our technology does away with the need for expensive dedicated networks, as a fully functioning customs application is only a telephone call or browsing session away. Our solutions have been deployed in almost every continent around the globe and have achieved in some cases revenue increments of over 50%, the pay back period for our technology is measure in terms of days and weeks”, says Mr. Robinson.

“Unisys is extremely pleased to be a partner supporting this leading-edge e-Commerce Solution” said Graham Eales, General Manager Unisys Middle East. “The Unisys high-end CMP technology platform is ideally suited to transaction intensive environments such as the MicroClear application. When combined with the capabilities to deploy and support mission critical operations on a world wide basis, Unisys is a natural choice for such applications,” he added.
