Noted for their publications and contributions to the better management of governmental organizations, these veterans of the international arena are well known among ICS' clients from their former activities.

MANAGEMENT

 

Bassam Khoury 
Chairman and Managing Director 

As Chairman and Managing Director, Mr. Bassam Khoury is responsible for all the ICS government contracts. The government business that Mr. Khoury directs includes Marketing, Price Verification, Physical Inspection, Quality Assurance Project Implementation, Information Technology and In-country Operations.

Mr. Khoury joined The Public Warehousing Company KSC in 1993 and served as its Chief Financial Officer. Previously, he was employed by Deloitte & Touche where he was responsible for staff recruitment and development.

Bassam Khoury holds a Bachelor of Science degree from the Lebanese American University in Beirut.


Robert Hoffman 
Vice President, Government Services Division, Worldwide Operations 

Mr. Hoffman has more than 30 years of experience in export-import, pre-shipment inspection (PSI) and quality control.

He is responsible for the development and improvement of ICS’ price research procedures - to ensure efficiency and compliance with the WTO sanctioned valuation guidelines - as well as of ICS’ PSI auditing procedures. Mr. Hoffman is also in charge of ICS’s worldwide training programs for client governments’ personnel, and of the company’s internal quality control programs.

Mr. Hoffman was Director of Operations and Director of Standards & Procedures for Intertek - a PSI company, and subsequently worked as a consultant on PSI issues for Inspectorate (Suisse) S.A.

He holds an M.A. in Business Administration/Economics of Foreign Trade from the Academy of Economics, Bucharest, Romania.


Peter Scholz 
Director of Logistics
Government Services Division
 

As Director of Logistics, Peter Scholz is responsible for the startup of new operations in client countries, where he establishes the requisite human, technical and physical infrastructure. He also supervises and coordinates ICS's inspection operations worldwide.

Mr. Scholz comes to ICS with an extensive background in the field of physical inspection and sampling of commodities. He has held managerial and executive positions in the inspection field since 1974, working for a variety of international companies. He is a registered arbitrator with the Chamber of Commerce of Hamburg, Germany, and a sworn sampler for grains, vegetable and marine oils, and molasses and sugar. Mr. Scholz graduated in Shipping Economics and holds the rank of Captain r.


Dr. Carlos Schiopetto 
President of ICS Argentina S.A.
Commercial Director for Latin America
 

Dr. Schiopetto is responsible for the implementation of a price research program for Argentina’s Customs Administration, and for managing ICS’ operational relationship with the Government of Argentina.

At the same time, Dr. Schiopetto is also in charge of all activities carried out by ICS Argentina in support to the implementation of ICS’ all other contracts worldwide.

As commercial director for Latin America, Dr. Schiopetto makes technical presentations to customs organizations throughout Latin America on ICS’ different solutions relating to valuation, compliance with the WTO guidelines and goods inspection. He implements and develops these solutions, and maintains contact with Latin American governments to provide technical and legal advice both prior to and during the implementation.

After obtaining a BA in Marketing, Dr. Carlos Schiopetto has done postgraduate studies in labor law, conflict resolution and international negotiation. Thereafter, he was awarded a Doctorate degree in Law.

Dr. Schiopetto is a member of the Argentine Council for International Relations.


Jorge Allende 
Director, Price Research Department 

Mr. Allende has over 15 years of experience in the exporting and importing of a wide range of goods primarily to and from Europe, North America, South America, South Asia and the Far East.

He is responsible for ICS’ worldwide price research activity. In this capacity, he oversees our global network of price research offices. Additionally, Mr. Allende is also responsible for the training and testing of the price research staff in all company offices.

Jorge Allende has a degree in ‘Commercial Engineering in International Commerce’ from CCIP-Paris Institute of International Commerce, France. He is a member of IOD (Institute of Directors) - London, United Kingdom.


Toby Switzer 
CEO, Defense & Government Services - International 

Toby has been with the former Agility company, PWC Logistics, since the beginning of 1999 and has been instrumental in leading the company during this period of dynamic and unprecendented growth in different capacities. 

In his most recent role as the Managing Director of PWC Logistics Subsistence Prime Vendor, Toby was responsible for overseeing that food and rations made it to more than 150,000 troops serving overseas in Iraq and Kuwait under the Defense Supply Center Philadelphia's 2003 contract. Under his astute leadership, DSCP extended the contract with PWC Logistics, now Agility, for five more years in 2005. 

Prior to joining PWC Logistics, Toby was a Commander in the US Navy Supply Corps, his last position being the Chief Financial Officer and Chief Information Officer for the Naval Regional Base, Hawaii. During his career, Toby served in two different US Embassies, managing the Foriegn Military Sales efforts in Kuwait and Portugal. He also served as a Logistics Operations Officer with the US Special Operations Command, served in two major Comptroller positions, and had logistics tours of duty onboard two ships.


Toufic Kortbawi 
Business Integration Manager 

He is currently heading the development of the third party e-commerce solution ICS will be offering its clients, including IT infrastructure and Logistics. Prior to joining ICS, Mr. Kortbawi worked with SPAN Establishments in Dubai, as their Regional Engineer providing complete warehousing solutions to clients in the Middle East region. Prior to that Mr. Kortbawi worked for Arthur D. Little in Cambridge, MA and Washington DC as a consultant in their Operations Management section. One of his key clients was the United States Postal service Logistics Department in Washington DC. Mr. Kortbawi holds a degree in Industrial Engineering from Northeastern University in Boston and possesses a number of industry-related qualifications.

ICS is benefiting greatly from Mr. Kortbawi valuable experience in IT infrastructure and logistics.


Pierre Gravel 
Vice President, Business Process Re-Engineering & Modernization, Worldwide Operations 

Mr. Gravel has over 40 years of Customs experience, including 20 years of experience consulting with leading customs agencies worldwide. Mr. Gravel has completed numerous modernization assignments throughout the world on behalf of the United nations (UN), the World Trade Organization (WTO), the European Union (EU), the Organization for Security and Cooperation in Europe (OSCE), the Harvard Institute for International Development (HIID), the United States Agency for International Development (USAID) as well as the Inter-American Development Bank (IDB)

Among others,Mr. Gravel served as Head of Mission for a UN/OSCE project in Macedonia; he was Chief of Party in Bosnia for a USAID/EU customs modernization project, and he was Senior Customs Advisor in Kenya for the HIID. Prior to serving as consultant, Mr. Gravel held senior executive positions with the Canadian Customs. Mr. Gravel provides in house consulting expertise for the provision of business process re-engineering and customs modernization studies on behalf of ICS' public sector customs.
