The Group can raise the level of accountability of the Inspection Service providers by making the Inspection Process more transparent. From the bulk of all imports verified by the Inspection Companies ICS will select, both at random and on the basis of proven risk selectivity criteria, between 10% and 15% of the shipments for auditing. For the selected shipments, as part of the auditing activities, ICS will perform an independent: Physical examination of the goods upon their arrival in the importing country to verify that the Inspection Company has performed the pre-shipment inspection, and to identify any quality and quantity discrepancies which would lead to under-payments of duties and taxes. Price research in the country of export, to check that the Inspection Company has verified the price of the goods prior to their shipment, and to identify any under-invoiced shipments. Classification of the goods, to verify that the Inspection Company has checked the exporter’s invoice (and other final documents) prior to the shipment of the goods, and to identify cases where goods have been included under a ‘less expensive’ tariff category. Reconciliation between the CRF (Clean Report of Findings) issued by the Inspection Company, the Customs entry data and ICS’ audit information. This reconciliation will provide the Customs Administration and Fiscal Managers in the Ministry of Finance with accurate Trade Revenue Data. Paper-trail audit of the Inspection Company activities. The Paper-trail audit puts at the client government’s disposal invaluable information about the actual performance of the Inspection Company and, in cases where multiple Inspection Companies are used, a detailed comparison of their performance.
In a nutshell, through the above auditing activities ICS can verify that an Inspection Company has complied with its contractual requirements, with the WTO rules and regulations and with the International Federation of Inspection Agencies (IFIA) industry standards. Experience has shown that ICS’ auditing of Inspection Company activities has a powerful deterrent effect, which leads to a marked improvement in the overall performance of the Inspection Companies Program.
