Why Pre-Shipment Inspection Auditing?
In general, the very reasons that compel a government to use PSI also prevent it from being able to supervise contract performance. A government may not have the resources, the infrastructure, or the jurisdiction to monitor the PSI process. Without an audit program, the government simply has to rely on the technical capabilities and good faith of the PSI companies, thus relinquishing its controlling power.
