MicroClear Customs Modernization System
In line with the directives of the World Customs Organization revised Kyoto Convention that Customs administrations should utilize automated systems to support their customs operations to the greatest extent possible, the Group offers to its client countries a complete customs modernization system. MicroClear is a state of the art tool that delivers secure and fast processing of customs related documentation through web-based network. MicroClear delivers an integrated multi-channel service for trade community’s transactions with on-line access and reuse framework. Shipping agents can submit the Declaration online and obtain the current status of the goods clearance process from anywhere at anytime. The architecture is based on the Microsoft .NET Framework. MicroClear is designed for building tailored, scalable Customs clearance solutions that optimize the user experience and provide business managers with real-time analytics and control of their online businesses. MicroClear can accommodate different organizational patterns of different national Customs administrations requirements while maintaining uniformity as well as compliance to common international standards like WTO/GATT and WCO standards. This facilitates communication and data interchange among various Customs administrations. The MicroClear Solution includes a unique and extremely powerful multifaceted Risk Management & Targeting System that will greatly facilitate revenue collection as well as the protection of national security interests. The Risk Management Process involves the identifying, analyzing and evaluating the Risk for a submitted Declaration. This module is part of the MicroClear suite and may be customized based on particular risk management procedures, criteria and strategies adopted by the host country. Components of MicroClear include various web-enabled modules such as decision support, price verification, customer relationship management, automated scanning and inspection, risk management/selectivity, sea and airport automation, bill of entry, exit entry certificate, vehicle clearance, transit control, accounting, statistical inquiry, online payment, e-commerce, administration, audit, standard and XML-based EDI.
