Training
ICS will train the local Customs authorities so they can take over ICS’ functions at the end of the program. Training will be done by ICS personnel resident in the client country as well as by experts from outside the company brought to the client country for training purposes. The Group will train Customs officials on how to use and maintain data in a WTO consistent manner. Training curricula will include import documentation review, price research, tariff classification, physical examination of goods, Customs valuation and the interpretation and use of electronically transmitted data. A strong emphasis is placed on the valuation techniques that both enforce the related WTO provisions and protect Customs revenues by enabling Customs to detect fraudulent under-invoicing in importers’ Customs declarations.
