Major advantages

Among the major advantages offered by the ICS Program are the following:

  1. The ICS price verification procedures are in line with the requirements of the WTO Agreement on Customs Valuation.

  2. ICS uses a unique, proprietary, system which can be accessed through the Internet, and which expedites the pricing process by providing efficient electronic communication among all ICS staff involved in price verification.

  3. The ICS Program is less intrusive to the trade sector than any other existing program. Unlike the Inspection Companies – which normally verify 100% of the shipments - ICS will focus on those entries which have a high statistical risk of being incorrectly valued (normally 10 to 15% of the entries), which are selected for verification based on proven risk selectivity criteria. As previously shown, in addition to protecting the Government’s revenues this limited selection is also in line with the trade facilitation objectives of both WCO and WTO. 

  4. Since ICS staff will work alongside Customs officers (not removed from them as in the case of the Inspection Companies) our Program builds the technical capabilities of the client country by effectively transferring knowledge and technology. The transfer of know-how is enhanced by periodic training programs organized by ICS experts for Customs officials in the client country. 

  5. The ICS Program creates a large number of jobs in the client country. On the other hand, PSI activities - which are performed almost exclusively abroad – lead to an exporting of jobs from the client country.
