Risk Selectivity

From the bulk of all import declarations ICS will select 10 to 15% for verification based on proven risk selectivity criteria designed to identify those entries which have a high statistical risk of being incorrectly valued. (In fairness to importers, a small portion of entries will be selected at random.) In addition to protecting the Government’s revenues from duties and taxes, this selection is also in line with the trade facilitation objectives of both WCO and WTO. 

Entries will be selected by our sophisticated risk analysis program, based upon historical problems associated with the type of merchandise, its origin, the importer and exporter, and other factors. Our risk analysis methodology will complement, not replace, the selection criteria used by the local Customs authorities. During the term of the contract, the two risk analysis methodologies will be merged into one program as system and import profiles are developed in each country.
